will conduct its own investigation into violations of rights during the final
phase of the civil war of island.
Mr. Rajapaksa has rejected speculation that his forces were
involved in the civil administration in northern Tamil-dominated. "What
the terrorists could not do Eelamist through decades of war, are now trying to
achieve by other means," said Mr. Rajapaksa.
The UN, the U.S. and India stressed during Lankan government
to demilitarize former zones of conflict and achieve national reconciliation. A
recommendation to defuse the military presence in the north and east also

implemented (the recommendations) that we can agree with (in the LLRC). He said
his government would not lose the opportunity to use the peace prevailing in
the island after 30 years of bloody confrontation.

Here is the text of President Rajapaksa's address to the
nation.
I did not need to state again that this day - May 19 - is
now a great historic day in our country. Today marks the third celebration of
the victory of the nation under one flag. It is the great victory which
restored honorable peace that our country had preserved for many centuries.
Similarly, it is also the great victory that freed lakhs of people in the North
who were taken hostage by the forces of terror and removed the fear of death
that existed among all peoples.
Friends,
Our heroes and veterans of the war gave their feet for us to
walk freely. They gave their lives to save all people from the throes of death.
They gave their last breath of the winds to let us breathe freely. The nation
will recall everything that sacrifice with great honor.
We do not stop there. We have now given a new meaning to all
the blood, sweat and tears shed by them on behalf of the nation.
We are now protecting the country which was won by the
sacrifice and the construction of a great country free, independent and not
subject to any other. I remember how when we were strengthening our armed
forces, police and civil defense corps of the questions raised about how they
could be maintained after the war is over. Is it not a big waste of money, was
the question. These issues were raised, even before we can complete the task.
Today, I ask you to consider whether the criticism was fair or reasonable.
When terrorism prevailed, the military had a great
responsibility. Once peace was established, the hero who brought us freedom
have a similar responsibility. It is the task of rebuilding the country and
adding to its beauty.
Friends,
I declare with great humility and pride that we have
justified given the dignity of life for war hero who brought us the dignity of
peace. I think the Ranaviru housing project is the largest housing project in
place in Sri Lanka. We have not only your entry for children in national
schools, but also built a separate school of War Heroes, which ranks among the
best schools in the country. I see some of these children are here today.
Similarly, we have well thought out programs to care for disabled veterans,
especially in places such as Seth Medura Mihindu.
We also ensure that veterans who are retiring from our
forces are given necessary vocational training before their return to civilian
life. The Security Service Rathna Lanka has been specially created for these
veterans. We express our love for the unborn children of our veterans. That is
why we proposed in the last budget that the third child of a family of war
heroes receive a grant of Rs 100, 000. I do not know if it is actually used and
we invite you to do so. We also gave the opportunity for those who have the
artistic talent of our veterans to put their talents to the evidence, improve,
and give them recognition in the country. I do not think any other country in
the word respects its heroes and veterans this way.
Friends,
You will recall that terrorism has forced us all to live in
the midst of many restrictions and obstructions, through 30 years. It is barely
three years since the end of the war. Today, the country that faces these
restrictions is back to normal. We systematically removed from our vocabulary
references refugee camps, landmines and villages threatened. There is no state
of emergency today. There are no high security zones. Checkpoints and
roadblocks that we have had through every two or three kilometers, and even on
the road to Galle, are not there anymore.
It's not a secret that through 30 years, there were armed
groups and militias operating, particularly in the north and east. All these
groups have been disarmed. There were limits to fishermen under which they
could not go beyond a certain distance. These restrictions are no more. The era
of underworld racketeers and drug ends. Today Sri Lanka is a country free of
restrictions and barriers.
Although this is the real situation in the country, there
are some that have restrictions in their mind and thought. Although people feel
relieved today in their hearts, some are not willing to wait for the reality of
such measures.
Friends,
We recognize that the armed forces are not involved in the
administration of the North or East. These regions are administered by the
public and police. Despite this, there are many people screaming that the
security forces camps in these areas should be removed. They ask us why they
are not deleted. But no one asks whether those who make such requests do not
seek to achieve what Prabhakaran failed to secure through the use of ship loads
of weapons, air attacks, sea and man Tiger suicide attacks bomb through 30
years of war on terror. Are they now not asking this in different ways?
It is necessary to ask those who call for the elimination of
the armed forces of the North if the "Diaspora" and Eelamists have
ceased their work, although the country has returned to normal. It is no secret
that those children forcibly conscripted to the war and other war criminals who
are leaders of the LTTE, operate freely in foreign countries. As well as their
work to their requests also remain the same, they seek the same goals by
different means. Therefore, we must ask ourselves if we able to remove the
camps of the armed forces in the North and reduce our attention to national
security. It is not possible. Armed services camps are not found in the North
alone. They are seen across the country. They are Giruvapattu in Colombo and in
the South. They are found in our country. Not in a foreign country.
Friends,
We are a country that is a member of the United Nations, in
cooperation with the friendship with all countries and sit flush with all its
members. We are a non-aligned countries. We have the strength to solve our own
problems and issues. After 30 years, we now see the dawn that will lead us to a
golden age of the future. We are a country with a free and independent
policy-aligned peace. I do not have to repeat that this is a difficult task to
build a country with enormous development in line with international levels of
growth. Yet we have now started to look up as a nation. What we seek is to make
the world a modern and developed county. We have not forgotten the help and
assistance given to us by our neighbors and other countries of the
international community to defeat terrorism. Similarly, what we expect of them
today is our cooperation in movements for rapid development of the country.
Friends,
We named the Lessons Learned and Reconciliation (LLRC) with
high expectations to promote reconciliation between communities. We are already
implementing what we can accept and implement the recommendations from the
LLRC. This is not due to any pressure from anyone. We will not abandon our
responsibilities. I think the world should understand this when they see the
service as we did in three years for the Tamil people of the North, including
the freedom that we have restored. Therefore, we can not allow this report of
the Committee appointed to bring about reconciliation between people to be used
to create divisions between people.
Friends,
It is obvious to you all that narrow-mindedness of the past
does not exist between our communities today.
We can now observe the actual experiences of those marriages
between North and South. Today, youth, men and women, North and East which,
once taken up arms have abandoned their weapons and are ready to join the
police and armed forces. National political parties are now able to work and
operate freely in the North in the absence of fear. After defeating terrorism
we should now take full advantage of this opportunity to the freedom offered by
peace. This is not an opportunity gained or Ealamists. You, our forces have
prevented the heroic war hero and my dear friends,
We must have the patience to save the victory we have won.
This can not be done in haste or fear. We cannot be advanced in the decisions
on these issues because they will not last long. We must act with foresight and
understanding of the future of our country. Let's join hands and work together
after abandoning the narrow expectations. Let us build a great and peaceful
developed country where everyone can live without fear and distrust that we can
proudly leave to our children and generations unborn. This is the challenge for
victory. To do this is the greatest victory.
